Buddy, NHSCA did that to themselves. If you look at the evolution of the tournament, you'll see what I'm talking about. It went from showcase to money-maker.

Reallocation is done every 2 years with a 4-year look-back. So after the 2014 State Championships, 2011-2014 numbers will be used to determine qualifiers for 2015 & 2016.
